£12,000 fine for managing agent and landlord over mouldy unlicensed House in Multiple Occupation (HMO)

Kentish Town letting agents Oliver’s Residential Ltd and landlord Mark Scott-Fleming of Highcroft Road, N19 3AQ, were ordered to pay £12,915 in fines and costs by a district judge for Housing Act offences at Highbury Corner Magistrates Court on Monday, 23 April 2018.

Oliver’s Residential Ltd pleaded guilty and were fined £2,000 for managing an unlicensed House in Multiple Occupation (HMO) on Prince of Wales Road and fined £4000 for three management regulation breaches, concerning an unsafe staircase, carpet that was a trip hazard and disrepair to the bath and shower that had resulted in mould and staining at the property. They were also ordered to pay £3,215 in costs.

Mr Scott-Fleming, the owner and landlord of the home on Prince of Wales Road, did not attend court and was found guilty in his absence of being in control of an unlicensed HMO and fined £2,400. He was also ordered to pay £1,300 in costs. The property remains unlicensed and Camden Council may now consider further sanctions.
